The City of Dallas has different employment categories. Please review the below information for your reference.
Civil Service positions:
Are roles regulated by the Code of Rules and Regulations of the Civil Service Board.
These roles include the following:
- Civil service roles are generally required to meet established qualifications.
- These roles may include competitive exams to ensure candidates' merit and fitness for the job, including for promotions.
- Non-executive roles are granted rights to grieve their working conditions and appeal disciplinary actions, as governed by the City's Personnel Rules.
- Civil service roles may also have reinstatement rights in the event of a reduction in force.

Unclassified Service:
Includes employees assigned to civil service departments who are:
- Department directors, assistant department directors, and other executive-level managerial personnel designated by the city council;
- The municipal court clerk and the secretary of the civil service board; and the labor class.
- Directors, assistant directors, and other executive-level managerial personnel as designated by the city council, as well as the municipal court clerk and the secretary of the civil service board do not have grievance, appeals, or reinstatement rights.
- The unclassified service may have different hiring and promotional standards as compared with the classified service.
Non-Civil Service
- These are roles that are not regulated by the Code of Rules and Regulations of the Civil Service Board.
- Non-civil service positions include employees of departments listed in Chapter XVI of the City Charter.
- Employees in non-civil service positions may have different hiring, promotion, and administrative employment standards.
- Non-civil service employees do not have grievance, appeals, or reinstatement rights.
